Students applying to state universities in Germany must prove that they have health insurance in order to enroll in a bachelor’s degree, state examination or a master’s degree course as a full-time or part-time student. This also applies to part-time students in employment.

Proof of health insurance is provided purely digitally via the student registration procedure provided by the universities and health insurance companies (§ 199a SGB V). Every statutory health insurance company is a member of this scheme and can send a confirmation of health insurance to the FernUniversität (transmission number H0001901). You will often find a corresponding function on your your health insurance company’s website or in their mobile app.

If you are a full-time student under the age of 30, you may be required to take out statutory student health insurance (Krankenversicherung der Studierenden or KVdS), from which you can be exempted within three months of starting your studies in order to take out private health insurance instead. You can find out more about this below.

Our tip: Request your digital health insurance confirmation in good time, ideally before completing your online application. Health insurance confirmations for the winter semester can be submitted from June at the earliest, for the summer semester from December at the earliest.

The New Digital Student Registration Procedure

Anyone wanting to enroll at a higher education institution must provide proof that they have health insurance. Regardless of whether it is statutory or private insurance. This is the idea behind Section 199a para. 2 German Social Code (Book V). The digital health insurance certificate must be transmitted to the university by a statutory health insurance company via the student registration procedure. On request, it can be sent to several universities at the same time. However, private health insurance companies are not part of this scheme! If you have private health insurance, you are required to switch to a statutory health insurance provider because only they can communicate digitally with the universities.

A Quick Overview of the Most Important Information

  • If you have statutory health insurance through your job and are studying part-time, then request a digital confirmation for the FernUniversität in Hagen from your health insurance company (transmission number H0001901). You will often find a corresponding function on your your health insurance company’s website or in their mobile app.

  • Please contact the statutory health insurance fund with which you were last insured or any statutory health insurance fund that you could choose if you were obliged to take out insurance. Ask this statutory health insurance company to send a confirmation of your health insurance status to the FernUniversität in Hagen (transmission number H0001901) as part of the digital student registration procedure.

    The digital student registration procedure only exists between the statutory health insurance companies and universities; private health insurance companies do not participate. For this reason, a statutory health insurance company must send this legally required digital confirmation of health insurance status to the FernUniversität.

    This is prescribed by law (§ 199a Para. 2 SGB V) and also applies to persons who are exempt from compulsory insurance or not subject to compulsory insurance. We are not allowed to accept any other proof.

    • Young people who start studying full-time are generally insured free of charge until their 25th birthday through their parents’ family insurance.
    • Until the age of 30, students are obliged to be insured in the statutory health insurance for students (KVdS), a scheme with low-cost contributions. This can be waived on application in order to choose private health insurance. You must apply for exemption from compulsory health insurance (KVdS exemption) within three months of starting your studies. However, please seek advice on the possible consequences.
    • After the age of 30 or in certain other situations, voluntary membership of the statutory health insurance fund is often possible.

    In all cases, we require a digital notification from a statutory health insurance fund confirming your insurance status. This also applies if you have private health insurance through your parents or have been exempted from compulsory student health insurance (KVdS).

    Please request a digital notification of your insurance status for the FernUniversität in Hagen from your health insurance company (transmission number H0001901). You will often find a corresponding function on your your health insurance company’s website or in their mobile app. If you or your parents are not currently covered by statutory health insurance, please contact the health insurance company with which you were last insured or any health insurance company that could be chosen if insurance were compulsory.

  • Students enrolled in two degree programs must provide proof of health insurance when enrolling at their first university. We do not need any further proof.

  • If you live abroad and are studying from there, we do not require proof of health insurance from you.
